Update in Bot Program

• Fix some feedback texts to apply to public groups.
• When send /start command, the welcome message will include the button which can set bot as admin directly.

Update in Server Side

• Transfer to Tencent Cloud HK.
• Uses new domain.

Known Issues

• Candidates cannot receive the private messages from Telegram Watchdog when they send join requests (which is not related to the launch situation to the bot). It may be caused by Telegram Bot services, and we will receive the related feedback continually.
